一、项目简介
为进一步完善科学基金人才资助体系，充分发挥科学基金引进和培养人才的功能，吸引海外优秀青年人才回国（来华）工作，国家自然科学基金委员会（以下简称自然科学基金委）2022年继续实施国家自然科学基金优秀青年科学基金项目（海外）。
① Project Description
To further improve the talent funding system of the Science Foundation, give full play to the role of the Science Foundation in introducing and cultivating talents, and attract excellent young talents from overseas to return (or come) China for working. The National Natural Science Foundation of China (hereinafter referred to as NSFC) will continue to implement the National Natural Science Foundation of China Excellent Youth Scientists Fund Project (overseas) in 2022.
优秀青年科学基金项目（海外）旨在吸引和鼓励在自然科学、工程技术等方面已取得较好成绩的海外优秀青年学者（含非华裔外籍人才）回国（来华）工作，自主选择研究方向开展创新性研究，促进青年科学技术人才的快速成长，培养一批有望进入世界科技前沿的优秀学术骨干，为科技强国建设贡献力量。
The Excellent Young Scientists Fund Project (Overseas) aims to attract and encourage overseas outstanding young scholars (including non-Chinese foreign talents) who have made good achievements in natural science, engineering and technology to return (or come) China for working, and conduct innovative research in their own choice of research direction, so as to promote the rapid growth of young scientific and technological talents, to cultivate a number of outstanding academic backbones who are expected to enter the frontiers of science and technology in the world, and to contribute to the construction of a powerful country in science and technology.
一、申请条件
1. 优秀青年科学基金项目（海外）的申请人应当具备以下条件：
（1）遵守中华人民共和国法律法规，具有良好的科学道德，自觉践行新时代科学家精神；
（2）出生日期在1982年1月1日（含）以后；
（3）具有博士学位；
（4）研究方向主要为自然科学、工程技术等；
（5）在2022年4月15日前，一般应在海外高校、科研机构、企业研发机构获得正式教学或者科研职位，且具有连续36个月以上工作经历；在海外取得博士学位且业绩特别突出的，可适当放宽工作年限要求；
（6）取得同行专家认可的科研或技术等成果，且具有成为该领域学术带头人或杰出人才的发展潜力；
（7）申请人尚未全职回国（来华）工作，或者2021年1月1日以后回国（来华）工作。获资助通知后须辞去海外工作或在海外无工作，全职回国（来华）工作不少于3年。
2. 限项要求
执行中央有关部门关于国家科技人才计划统筹衔接的要求。同层次国家科技人才计划支持期内只能承担一项，不能逆层次申请。
② Application conditions
1. Applicants for the Excellent Young Scientists Fund Project (Overseas) should meet the following conditions:
(1) Abide by the laws and regulations of the People’s Republic of China, have good scientific ethics, and consciously practice the spirit of scientists in the new era.
(2) Born on or after January 1st, 1982.
(3) Hold a doctorate degree.
(4) Research direction is mainly natural science, engineering and technology, etc.
(5) Applicants should have obtained a formal teaching or scientific research position in an overseas university, scientific research institute or R&D institutions of enterprises for more than 36 consecutive months before April 15, 2022. For those applicants who obtained an overseas doctorate degree and with outstanding academic achievements, the years of working may not be strictly required.
(6) Achieved achievements in scientific research or technology recognized by peer experts, and have the development potential to become academic leaders or outstanding talents in the field.
(7) Applicants have not yet returned to work in China on a full-time basis or have returned (or come) to work in China after January 1, 2021. After being notified of the subsidy, they must resign from overseas jobs or have no work overseas, and return (or come) to China full-time for not less than 3 years.
2. 限项要求
执行中央有关部门关于国家科技人才计划统筹衔接的要求。同层次国家科技人才计划支持期内只能承担一项，不能逆层次申请。
2. Restrictions
Implement the requirements of the relevant central departments on the overall coordination of the national scientific and technological talent plan of China. During the support period of the national scientific and technological talent plan at the same level, only one can be undertaken, and the application cannot be reversed.
二、相关待遇
（一）项目入选者支持政策
1.直接聘任为正高级专业技术职务（事业编制），直接遴选为学校“鉴湖特聘教授”，配备科研助手；
2.薪酬：90万元/年（税前），特需人才可一事一议；
3.人才奖励资助：绍兴市按照国家、省补助奖励额度分别给予入选人才1：1配套补助奖；
4.科研启动经费：200万-450万元（含国家配套），可根据需要另行提供大型仪器设备费，在工作条件和团队建设方面给予大力支持，特殊情况可采取一事一议的方式；
5.安家补贴：购房补贴240-280万元（提供过渡性人才公寓，拎包入住），购买首套商品房按规定付完首付后可享受全额公积金贷款政策，特殊情况可一事一议；
6.提供充足的办公实验室用房，组建科研团队，并在工作条件和团队建设方面给予大力支持，研究生招生指标予以政策性倾斜。
（三）其他待遇
1.协助解决配偶工作；
2.子女享受教育绿卡（义务教育段可安排就读学校一次）；
3.提供附属医院便捷就医条件，学校为外籍教师按规定参加社会保险或购买商业医疗保险。
③ Related Treatment
1. Support policy for project candidates
(1) Directly hired as a senior professional and technical position (career establishment), directly selected as the school's “Jianhu Distinguished Professor”, and equipped with scientific research assistants.
(2) Remuneration: RMB 900,000 per year (pre-tax), special needs can be negotiated.
(3) Talent award and subsidy: Shaoxing municipal government will grant selected talents as additional supporting subsidy awards the same amounts as the national or provincial subsidy and awards.
(4) Research start-up funds: RMB 2-4.5 million (including national supporting facilities), large-scale equipment fees can be provided as needed, and strong support in terms of working conditions and team building can be provided, and special needs can be negotiated.
(5) Settlement subsidy: RMB 2.4-2.8 million for house purchase subsidy (providing transitional apartments for talents, ready to move in), the purchase of the first commercial house can enjoy the full provident fund loan policy after paying the down payment according to the regulations, special circumstances can be negotiated.
(6) Provide sufficient office and laboratory space, set up a scientific research team, and offer strong support in terms of working conditions and team building, and policy-oriented graduate enrollment indicators.
2. Other treatment
(1) Assist in resolving the work of spouses.
(2) Children enjoy education green card (compulsory education section can be arranged to attend school once).
(3) Provide convenient access to the affiliated hospital, and the university will take out social insurance or purchases commercial medical insurance for foreign teachers as required.

⑤ Application Instructions
Talents who are interested in applying, please name your resume with “Name + Discipline”, and send it to 312367068@qq.com. Please indicate “Apply for the Excellent Youth (Overseas) Project” in the email. Our university will contact you within three days and arrange a staff to follow up on the application.
六、申报方式
符合条件的申请人，可按照项目指南要求，与我校签订工作合同或者意向性协议，于2022年2月15日以后登录信息系统（https://isisn.nsfc.gov.cn/），在线填写《国家自然科学基金优秀青年科学基金项目（海外）申请书》（以下简称申请书）。申请人对所提交申请材料的真实性负责。
⑥ Application method
Eligible applicants can sign a work contract or an intention agreement with our university in accordance with the requirements of the project guidelines, and then log into the information system (https://isisn.nsfc.gov.cn/) after February 15, 2022 to online fill in the “Application Form for the National Natural Science Foundation of China Excellent Youth Science Fund Project (Overseas)” (hereinafter referred to as the application form). Applicants shall be responsible for the authenticity of the submitted application materials.
